Overview:

Safety, Security Liaison & Transport Manager oversees the Safety, Security Liaison & Transport aspects of Jhpiego’s Projects in Pakistan. S/he ensures to implement Jhpiego Safety & Security Protocols aimed at minimizing potential risks to staff safety and security. S/he will continuously assess the safety/ security environment and devise risk reduction measures as needed in coordination with Country Director. S/he will assess district offices for their safety security plus transport requirements and make necessary arrangements in coordination with all relevant stakeholders, accordingly. S/he will conduct liaison with requisite Governmental Agencies in order to facilities NOC or Registration process & will supervise/ coordinate with requisite departments of Jhpiego – Pakistan. Specific responsibilities include:

Responsibilities:

·       Monitor implementation of safety and security protocols and promptly advise the Country Director of any non-compliance and/or issues.

·       Undertake regular site assessments of Jhpiego properties and implementation areas, communications equipment/ option, vehicle and personnel tracking; report on findings and implement necessary improvements.

·       Under the supervision of Country Director, ensure an ongoing process of review and revision of security plans, policies, protocols, procedures & SOPs etc .

·       Maintain regular contact with other agency’s security focal points, including NGOs, UN, USAID and local authorities concerned with security especially in program implementation areas.

·       Maintain regular contact/ liaison with Head Office Baltimore – USA & Jhpiego’s Global Safety & Security consultant on associated aspects.

·       Provide direct support and advice on response related to safety/security incidents (under the guidance of Country Director) to all staff of Jhpiego - Pakistan.

·       Being active member of SMC, provide bi- weekly security assessment and share with all SMC members. Will also update rest of staff members in monthly all staff meeting.

·       Provide orientation for all new staff, STTA, Expats Staff / Visitor/ Guests and update training for existing staff on safety and security.

·       Act in supervisor role to facilitate No Objection Certificate process/ procedure for new projects with concerned Governmental Office(s).

·       Will head the committee, which will be formed by Country Director for supporting/ facilitating Registration process of Jhpiego Corporation at Pakistan, with Ministry of Interior.  

·       Maintain an updated contact list and security notification tree for all office staff.

·       Regular site visits to offices and field sites to assess safety/security arrangements.

·       Manage Transport Facility Efficiently, Co-ordinate with Jhpiego field offices for their transport requirements through Transport Department.

·       Ensure transport services are properly organized by Transport Department.

·       Arrange transportation of material, equipment's and personnel to the field offices through Transport Fleet Coordinator, in a efficient manager.

·       Manage Processing of rental vehicle agreements/extentions in all Jhpiego offices and ensure that vehicles are maintained as per Jhpiego's standard.

·       Ensure processing of rental vehicle in invoices & fueling bills comply with Jhpiego & donor(s) polices, verify the same and ensure submission with Finance Department for a timely release of payment to vendors/ service providers.

·       Ensure arrange of driver's training and orienatation in accordance with Jhpiego's Transport Fleet Management Plan.

·       Ensure monthly fuel consumption report is prepared & submitted with Finance(along with all necesaary documents) by Transport Department.

·       Maintain confidentiality, impartiality and neutrality being a member of SMC.

·       Perform any other official task assigned by CD.

Qualifications and Requirements: 

·         Bachelor/ Graduate Degree in relevant field.

·         Practical field experience in staff safety, security, liaison & transport management preferably within a humanitarian/ UN agency.

·         Computer proficiency in Word, Excel, Power point, Internet and other database/mapping systems.

·         Willingness to travel extensively.

·         Strong Interpersonal skills.

·         Fluent in English, Urdu and Other Native Language(s).

·         7 – 10 years of experience in related fields.

Preferred

·         Working experience with an International NGO, UN or Other donor of Development Sector.
